I would like to know if I am ordering from South Korea for France destination , will I have customs fees in view of the new European regulations

Tax-free is up to $150 converted to dollars.
I think you should match the purchase amount to about 120EUR including shipping cost.
However, it is not accurate because the customs standards may change at the destination.
If you plan to purchase more than 120 EUR, please search according to the France customs standards.
